Final Impact Assessment Study for Saubhagya Scheme in Seven Indian States

PROGILENCE completed an extensive Impact Assessments study for the Saubhagya Scheme Training program undertaken by the Power Sector Skills Council (PSSC). The study covered seven states including Assam, Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh.

The training was conducted for over 30000 candidates across the two job roles of Lineman Distribution and Technical Helper. This government-sponsored training scheme was supporting the rural electrification initiative, the SAUBHAGYA scheme – Pradhan Mantri Sahaj Bijli Har Ghar Yojana.

The study saw the PROGILENCE team visit all seven states and interact with various stakeholders including Employers (State Electricity Distribution Companies, Contractors, Training Providers, Trainee participants, among others).

The training was delviered through various training providers and was carried out across 176 districts within these 7 states. There was both qualitative and quantitative evaluation taken under the study and various aspects of the program were evaluated. The final report included recommendations for future improvements as well.
